这是VS2017的一个缺陷。（我也有同样的问题）。这已在VS版本15.1中修复。要解决此问题，请通过VS_Community.exe安装程序（您可以下载）更新您的VS。

我认为您最好与MS支持部门联系。除此之外，我会尝试检查您是否可以从浏览器访问上述URL，如果不能，请尝试了解原因。
