我遇到了同样的问题，问题出在tensorflow的版本上。按照以下步骤纠正这种情况：

通过Anaconda navigator打开终端

运行以下命令：

conda安装tensorflow

再次尝试导入tensorflow，它将正常工作

pip3 install tensorflow
