Microsoft Azure-无法传输订阅

我有一个BizSpark订阅，已经有好几年了。在这个订阅上，我有24个资源。我需要将整个订阅转移到另一个拥有Azure帐户的人。我转到我的订阅并单击“转移”链接，发现以下错误：

如果我转到虚拟机并选择“移动资源”，则会出现以下错误：

我在同一订阅上还有其他问题。今年早些时候，我试图更改订阅附带的信用卡。它不会让我。我从未解决过这个问题
