Python Django 1.7+Bower未知命令

我正试图在django项目上安装bower

我执行了以下两项：

npm install -g bower

及

如果我写的是power-version 我得到：1.4

但是在我写django项目的时候

py manage.py bower install

或

我得到一个未知的命令：“鲍尔”
