Windows 蓝牙：PAN连接被拒绝（111）

我尝试与我的windows 8.1台式电脑和iPod 4g建立PAN连接。两次尝试都出现了此错误：

$ sudo pand –c xx:xx:xx:xx:xx:xx -n

pand[5029]: Connecting to xx:xx:xx:xx:xx:xx
pand[5029]: Connect to xx:xx:xx:xx:xx:xx failed. Connection refused(111)

有人知道如何解决这个问题吗
