Wso2 API管理器返回此警告-APIThrottleHandler无法加载节流上下文

我使用由3个群集网关工作程序组成的API管理器。
当网关工作者收到用户的API请求时，所有网关都会显示如下警告消息。这似乎是由于配置不当造成的
