Macos Vagrant插件和nokogiri安装问题

NOKOGIRI_USE_SYSTEM_LIBRARIES=1 vagrant插件安装vagrant aws成功。

按照@flurdy的建议，升级到最新的vagrant，1.6.5版本，在尝试了几天互联网上的所有方法后，修复了这个问题。
