Javascript 工具提示鼠标悬停只能工作一次

我对jquery相当陌生。我一直在尝试使用下面的代码在悬停时显示工具提示。它可以工作，但问题是它只工作一次。一旦我将鼠标取下并重新打开，标题就不会显示，只会显示一个小的空白框
