Android BLE startDiscovery（）回调即使具有位置权限也不会激发

该应用程序的目标用户为22人，最低版本为18人，在棒棒糖上的效果与预期一致。启动棉花糖应用程序需要获得BLE的“精细”和“粗糙”权限。我已经添加了它们，但是回调没有被触发
