您确定正在访问正确的端口吗?此错误消息通常用于无效的SOAP(XML-RPC)请求,而不是无效的HTTP请求。Tomcat管理页面通常由HTTP提供服务。检查
/conf/server.xml
以验证端口号(或更改端口号)

您还确定是Tomcat监听该端口吗?也许你安装了另一个服务器软件,它劫持了Tomcat的端口。如果是Windows,请使用
netstat
